URLs must be fetchable—sites that block bots may fail—and very dynamic SPAs can be imperfect. There is no signup requirement, and files are deleted after about one hour. For local Markdown files, use Markdown to PDF; for image-only capture of a page, consider screenshots plus JPG to PDF when HTML rendering is unreliable.
